Don't use a "blink" feature. Human physiology has us wired to treat motion as a high-priority visual stimulus. People notice change or motion more readily than color or size. Blinking text on a page will draw a reader's eye, away from all other text or image content. There are very few visual problems which must be solved with blinking.
